Should Pa. eliminate its conceal carry permit requirement for firearms? :: 05/25/2016
Gun rights advocates rallied at the Capitol on Tuesday in support of eliminating the conceal carry permit requirement.
Several hundred residents from around the state gathered in the Rotunda. They were asked by state officials and officials from gun rights organizations to lobby their lawmakers for House Bill 230.
The bill, currently in the House Judiciary Committee, would eliminate the requirement that gun owners obtain a license in order to carry a concealed firearm. It would also create an optional license that would allow the recipient to carry a firearm in other states that currently honor Pennsylvania's license.
Under current state law, no license is required for guns carried openly if the individual is legally allowed to own a gun and is not committing a crime.
Proponents argue that more guns would increase safety, since it could lead to perpetrators being disarmed faster. Opponents have argued that the increased presence of concealed firearms will bring an increased risk of gun violence and that armed citizens could become a hindrance to law enforcement during active shooter incidents.
A number of studies of past active shooter incidents, including one issued by the Federal Bureau of Investigation in 2013, found that very few were resolved by the "good guy with a gun" often discussed by Wayne LaPierre, head of the National Rifle Association.
For others, it's a simple second-amendment rights issue: That any gun law inhibits constitutional rights.
