Dear John DeLallo:
Thank you for taking the time to contact me regarding S. 2363, the Bipartisan Sportsmen’s Act of 2014. I appreciate hearing from you about this issue.

Senator Kay Hagan of North Carolina introduced S. 2363 on May 20, 2014. This legislation combines a number of legislative proposals designed to protect and enhance opportunities for recreational hunting, fishing, shooting ranges and for other purposes. Among other provisions, it would exclude ammunition and fishing tackle from the Toxic Substances Control Act. In addition, the legislation would amend the Marine Mammal Protection Act of 1972 to direct the Interior Secretary to issue a permit for the importation of any polar bear part taken in a sport hunt in Canada to any person who submits proof that the polar bear was legally harvested before May 15, 2008.

This legislation would expand access to federal land for recreational activities. S. 2363 would allow for the purchase of federal duck stamps electronically and would allow for the Secretary of the Interior to incrementally increase the price of the stamps to allow for additional funding for waterfowl habitat.
 
In addition, this legislation would provide for habitat conservation. S. 2363 reauthorizes the North American Wetlands Conservation Act (NAWCA) through Fiscal Year 2019. NAWCA would provide matching grants for projects related to the preservation and enhancement of wetlands critical to migratory birds. This bill would also amend the National Fish and Wildlife Foundation Establishment Act. The National Fish and Wildlife Foundation is a non-profit that awards grants for investment in conservation. The changes would clarify the Foundation’s authority to accept funds from federal agencies for conservation and management of wildlife.
 
Pennsylvania has a strong tradition of sporting that values our rich natural wilderness. Outdoor recreation such as fishing and hunting are vital to many local economies in the Commonwealth, and I understand that this issue is important to many Pennsylvanians. During the debate on S. 2363, a number of Senators filed amendments to the legislation, many of which were focused on the regulations of firearms. I am a strong defender of the Second Amendment. I believe strongly that people should be able to have guns for protection, sporting and collection. I also believe we need sensible gun legislation that will help to prevent firearm-related tragedies. The U.S. Senate on July 10, 2014, held a vote on a motion to end debate on S. 2363. I voted for the motion but it failed by a vote of 56-41 (60 votes necessary to pass). Due to the failed vote to end debate, none of the filed amendments to S. 2363 were ultimately considered. Should the full Senate reconsider this legislation, please be assured that I will keep your views in mind.
