this is an anti-gun bill   evalutation

Criminalizing an issue that may not have been intentional doesn't solve the problem of guns in the wrong hands. Many guns used by criminals aren't reported because the owner didn't know their security measures were breached. Punishing law abiding gun owners doesn't do anything to stop the actual criminal conduct of taking the firearm in the first place.
