Perhaps its not as insidious and darkly secret as you think. As the current administration neuters our Armed Forces, they're being careful not to kill the Defense industry. Even they understand that we MUST keep ability to produce arms, tanks, MRAPS, ammo, MRE's, and uniforms in place. Like it or don't, we'll be in a shooting war soon enough with a new enemy of Freedom, and we just can't cut the supply lines.
