Lancaster (PA) police sergeant charged with perjury, simple assault :: 03/04/2016
A man who swore to uphold the law now stands accused of violating it.
Lancaster police Sgt. Raymond M. Corll was charged Wednesday with one count each of perjury, false swearing, official oppression and simple assault.
The charges, filed by the Pennsylvania attorney general's office, stem from an incident in March 2014, when Corll arrested a man for public drunkenness near Queen and Chestnut streets, about a block from police headquarters.
During the man's summary trial in July, Corll testified under oath that the man was clearly intoxicated, saying he was staggering the entire width of a 15-foot-wide sidewalk and was unaware of his surroundings, according to the attorney general's office.
Corll also testified that he took the man to the ground during the arrest and punched him in the face while he was on the ground.
Video footage from the case, however, showed the man was walking normally and showing no signs of staggering when he was handcuffed, investigators said. Additional video recorded during his processing at the police station also showed no signs of the man being intoxicated.
Corll, 54, was freed Wednesday on $20,000 unsecured bail. His preliminary hearing is set for April 8.
The 16-year veteran of the force has been suspended with pay since the state attorney general began investigating in November.
The man who he arrested sued Lancaster and settled for $150,000.
