Firearms Owners Against Crime recommends or endorses candidates for public office for the purpose of protecting the Second Amendment to the Constitutions of the United States and Article 1 section 21 of the Pennsylvania Constitution. Firearms Owners Against Crime intent is to help place men and women into public office who will aggressively support the Second Amendment and Pennsylvania Constitutions thru Executive Action, Legislation and Judicial Decisions.

Offices Evaluated for Endorsement

Executive Offices
President of the United States, Vice President of the United States, Governor of Pennsylvania, Lieutenant Governor, County Executive, County Sheriffs.

Legislative Offices
United States Senators, United States Congressmen, Pennsylvania State Senators, Representatives in the Pennsylvania House, County Commissioners/Councils.

Judicial Offices
Pennsylvania Supreme Court Justices, Pennsylvania Superior Court Judges, Pennsylvania Commonwealth Court Judges, Judges of Common Pleas, County District Attorneys, (District Magistrates on a case by case basis)

Endorsement Process

Primary Election
Firearms Owners Against Crime "Recommends" candidates in the Primary Election. The purpose of recommending candidates in the Primary election is to notify voters of ALL the pro Second Amendment and Pennsylvania Constitution candidates to enhance the probability of electing a Second Amendment and Pennsylvania Constitution candidate in the General Election.

General Election
Firearms Owners Against Crime "Endorses" a candidate for a specific office in the General Election. The purpose of endorsing a candidate in the general election is to increase the chances of the best candidate getting elected.

Endorsement Process Steps
All candidates for public office will receive a questionnaire from Firearms Owners Against Crime regarding issues concerning the Right to Keep and Bear Arms. Firearms Owners Against Crime aggressively solicits each candidate to complete their questionnaire via United States Mail, Email and thru direct contact. Firearms Owners Against Crime makes every effort to ensure that each candidate has a timely opportunity to complete their questionnaire.

The questionnaires are evaluated and graded. When necessary Firearms Owners Against Crime will contact the candidate for clarification or educational purposes.

In addition, where possible, Firearms Owners Against Crime will compile public statements or other documents that can be obtained to assist in the candidate's evaluation.

Incumbent Policy

Firearms Owners Against Crime has a long standing policy of endorsing pro-2nd Amendment and Pennsylvania Constitutionally - Article 1, Section 21 & 25 - supportive 'incumbents' based on the fact that these serving legislators have had the opportunity to 'demonstrate their commitment' to our Constitution and our Rights by co-sponsoring, introducing and voting on both pro and anti-gun legislation. As part of the incumbent evaluation the following items are taken into account.

  • Voting record on Pro-Second Amendment and Pennsylvania Constitution bills.
  • Voting record on Pro-Second Amendment and Pennsylvania Constitution amendments to bills.
  • Voting record on Anti-Second Amendment and Pennsylvania Constitution bills.
  • Voting record on Anti-Second Amendment and Pennsylvania Constitution amendments to bills.
  • Sponsorship on Pro-Second Amendment and Pennsylvania Constitution bills.
  • Co-Sponsorship on Pro-Second Amendment and Pennsylvania Constitution bills.
  • Introducing Pro-Second Amendment and Pennsylvania Constitution amendments to bills.
  • Sponsorship on Anti-Second Amendment and Pennsylvania Constitution bills.
  • Co-Sponsorship on Anti-Second Amendment and Pennsylvania Constitution bills
  • Introducing Anti-Second Amendment and Pennsylvania Constitution amendments to bills.

Additionally, Firearms Owners Against Crime reserves the right to review any political race within the Commonwealth of Pennsylvania and to evaluate incumbents for proactive dedication to the Second Amendment of the Constitution of the United States, Article 1 Sections 21 & 25 of the Pennsylvania Constitution and adherence to all current laws in order to further the cause of electing proactive public servants.

  • Example: Elected Official who receives/received Firearms Owners Against Crime Support, votes or fails to vote to remove illegal local ordinance(s) that violate Pennsylvania Firearm Preemption Law.
  • Example: Elected Official who receives/received Firearms Owners Against Crime Support fails to sponsor, cosponsor and/or actively work to bring pro RKBA bills to a vote in their respective legislative body.

Endorsement Process Scenarios

  1. ) Incumbent with Pro Second Amendment and Pennsylvania Constitution voting record. Recommended in Primary Election and Endorsed in General Election. (Pro-2nd Amendment and Pennsylvania Constitution - Article 1, Section 21 - candidates from all parties will be recommended in the Primary without regard to favoritism or partisan influence.)
  2. ) A New candidate with a good questionnaire will be recommended in the Primary Election. If there is no opposition the candidate will be endorsed in the general election. (If they are opposing A Pro Second Amendment and Pennsylvania Constitution incumbent they will not be endorsed)
  3. ) New candidates with good questionnaires from both parties will be recommended in the primary. Firearms Owners Against Crime will evaluate both candidates to determine which candidate will be endorsed. (In 'rare' circumstances FOAC has issued a dual endorsement 'for an open seat' when both candidates are exceptionally supportive in their views.)
