Constitutional Carry: New state house bill (TN) propose open carry with no carry permit :: 01/16/2017

TENNESSEE — A new bill introduced to the Tennessee Legislature is proposing to allow anyone to openly-carry a handgun without a concealed carry permit.

Quashanna Davis likes guns for sport and protection.

"It makes me feel safe," she said. "Chattanooga is a little wild."

Davis doesn't own a gun yet, but she plans on getting her carry permit on her next birthday. This new bill, wouldn't require her to anymore. Micah Van Huss, Tennessee's District 6 State Representative introduced House Bill 40, which, if passed, would allow anyone to carry a handgun openly without a permit.

"I don't think its a bad idea," Davis said.

Kristi Manning, owner of Carter's Shooting Supply, doesn't think it's a bad idea either, but she does have her concerns about the bill.

"If you are going to carry," she said. "Get the training that you need so that you know that you're gonna be safe for yourself and for others."

Manning teaches classes on proper gun handling. She says without the training, open carry could be dangerous. That's a thought shared by Chattanooga Police Instructor Ronald Zirk. He runs "Zirk Ops," a self defense and handgun training business, located right next to Carters.

"I don't condone open carry in a self defense measure because I think it does bring up those inherent fears," he said. "I would prefer the weapon to be hidden. I think a weapon that is hidden with a concealed carry permit is the best way to go."

Depite siding one way or another with the bill, Manning, Zirk, and Davis all can agree on one thing.

"Having a gun is not bad," Davis said. "It's what you do with the gun and the mentality that you have with a gun. But that's it."
