Congressman Stutzman renews concealed-carry reciprocity effort :: 02/13/2015

Rep. Marlin Stutzman, R-3rd, announced Thursday that he has reintroduced legislation that would let people cross state lines with concealed handguns.

Stutzman said he has introduced the Constitutional Concealed Carry Reciprocity Act of 2015. The legislation would require states to honor one another's concealed-carry laws.

Stutzman, who offered similiar legislation in 2011 and 2013, noted that Sen. John Cornyn, R-Texas, introduced a bill identical to his Thursday in the Senate.

Indiana concealed-carry permits are honored by 29 other states but are not recognized by 27 states and U.S. territories, including neighboring Ohio and Illinois, according to the group USA Carry.

Indiana honors concealed-carry permits issued by every state but Vermont, according to USA Carry.

“Americans enjoy a natural right to self-defense preserved by the Second Amendment," Stutzman said in a statement. "This federally guaranteed liberty should not be forfeited when state lines are crossed. Unfortunately, this fundamental right has been under attack from the anti-gun lobby on both the federal and state levels. This bill preserves the right to keep and bear arms for law abiding citizens while respecting the roles and responsibilities of state legislatures."

Dan Gross, president of the Brady Campaign to Prevent Gun Violence, called the legislation "evil and dangerous."

"It is basically a proposal promoted by the gun lobby and its lap dog politicians to force every state to allow just about anyone to carry a loaded, hidden gun in public," Gross said in a statement. "Under this proposal, law enforcement in states with stronger gun laws would be handcuffed and helpless to take their own reasonable precautions to prevent dangerous people from carrying guns."
